The South Central Texas Certification Agency Jurisdiction includes the following counties: Bandera, Bexar, Caldwell, Comal, Frio, Goliad, Gonzales, Guadalupe, Hays, Karnes, Kendall, Kerr, McMullen, Medina, Uvalde and Wilson.


Vendors located In the Jurisdiction of the SCTRCA and registered with the Texas Secretary of State as a Domestic Entity must use the following:

* Applicants residing out of state or registered with the Texas Secretary of State as a Foreign Entity are considered to be an out of state firm.

**Faxed application or renewal documents are NOTacceptable.

***African American Business Enterprise (AABE), Asian American Business Enterprise (ABE), Hispanic American Business Enterprise (HBE), Native American Business Enterprise (NABE) all fall under MBE. Disabled Individual Business Enterprise (DIBE), Emerging Small Business Enterprise (ESBE), and Veteran Owned business Enterprise (VBE) also use this application

 

ATTENTION RENEWALS:

Items below are required for all ACDBE & DBE renewal applicants.

All DBE certified firms MUST submit the following in addition to the documents according to business structure:

Complete copy of 1040 Individual Tax Return(all pages/schedules) & W2 forms.

Sole Proprietor:

(1) Renewal form; (2) Complete copy of Form 1040 Income Tax Return (including schedules and attachments); (3) Any licenses required to operate business.

Partnership:

(1) Renewal form; (2) Complete copy of Form 1065 Income Tax Return; (3) Any licenses required to operate business.

Corporation:

(1) Renewal form; (2) Complete copy of Form 1120/1120S Income Tax Return; (3) Minutes of last annual Meeting; (4) Any licenses required to operate business.

LLC:

(1) Renewal form; (2) Complete copy of Business Income Tax Return; (3) Minutes of last annual Meeting (if applicable); (4) Any licenses required to operate business.

Items below are required for all SMWBE renewal applicants.

Sole Proprietor:

(1) Renewal form; (2) Form 1040 Income Tax Return and Schedule C; (3) Any licenses required to operate business.

Partnership:

(1) Renewal form; (2) Complete copy of Form 1065 Income Tax Return; (3) Any licenses required to operate business.

Corporation:

(1) Renewal form; (2) Complete copy of Form 1120/1120S Income Tax Return; (3) Minutes of last annual Meeting; (4) Any licenses required to operate business.

LLC:

(1) Renewal form; (2) Complete copy of Business Income Tax Return; (3) Minutes of last annual Meeting (if applicable); (4) Any licenses required to operate business.

Clarifying Statement for SCTRCA Certification Application Exceptions Section

"This statement is made to clarify the Exceptions Section of the Application for currently certified firms who are seeking to streamline their application process with the SCTRCA or are seeking reciprocity pursuant to the SCTRCA Certification Policy & Procedure Manual. Pursuant to Section 3.11 Rules Governing Certification, firms residing within the jurisdiction and holding a current certificate issued by Southwest Minority Supplier Development Council, Texas Comptroller of Public Accounts, Small Business Administration Section 8(a), or Women's Business Enterprise Alliance who provide evidence of certification will streamline their application qualification process. Pursuant to Section 3.10 Reciprocity, a firm that has been certified by the Texas Unified Certification Program (the "TUCP") will be granted SCTRCA Certification upon evidence of current TUCP Certification. The reciprocal SCTRCA issued certification will be valid for two years."

**Note:As of August 21, 2009 it is recommended that your firm be certified by your local certification agency if your firm isnotlocated in the San Antonio Statistical Market Area, which includes the following counties: Atascosa, Bandera, Bexar, Comal, Frio, Guadalupe, Kendall, Kerr, McMullen, Medina, Uvalde and Wilson.
