ABOUT CERTIFICATION

The South Central Texas Regional Certification Agency (SCTRCA) has two separate and distinct types of certification programs available for potential applicants. Each application type has various differences and required documentation for each. Below you will find a description of each. Please feel free to "click" on the hyperlink for the respective certification type that best describes you. All local program applications are reviewed utilizing the Business Enterprise Certification Program Policy & Procedure Manual, the Airport Concessionaire Disadvantaged Business Enterprise (ACDBE) and Disadvantaged Business Enterprise (DBE) are reviewed and processed according to the Texas Unified Certification Program (TUCP) the TUCP follows Federal regulations 49 CFR, Part 26. To be considered eligible for any of the certification programs a firm must be independent and for-profit owned by a majority of U.S. Citizens or legally permanent residents. All participants must submit documents to prove they fall into one of these categories. Types of documents required vary by certification type requested.


                               

The SCTRCA verifies that firms meet the requirements for certification. A firm applying for certification with the SCTRCA must meet the following criteria to be considered a Disadvantaged, Minority and Woman-Owned Business Enterprise.

Firms applying for Airport Concessionaire Disadvantaged Business Enterprise (ACDBE) and/or Disadvantaged Business Enterprise (DBE) certification must meet the following qualifying requirements:

  • Firm must be at least 51% owned and controlled by a socially and economically disadvantaged individual(s)
  • The disadvantaged owners must be a United States Citizen or lawfully admitted permanent resident of the United States
  • Firm must be a small business that meets the Small Business Administrationís size standard and does not exceed $22.41 million in gross receipts for DBEs and $56.42 million in gross received for ACDBEs
  • Personal Net Worth for all owners claiming disadvantaged status for the DBE and/or ACDBE program must not exceed $1.32 million.
  • Firm must be organized as a for-profit business

Firms applying for Minority Business Enterprise (MBE) and/or Woman-Owned Business Enterprise (WBE) certification must meet the following qualifying requirements:

  • Firm must be at least 51% owned and controlled by a minority or women individual(s)
  • The minority or women owner(s) must be an United States Citizen or lawfully admitted permanent resident of the United States
  • Firm must be organized as a for-profit business

Firms applying for Small Business Enterprise (SBE) and/or Emerging Small Business Enterprise (ESBE) must meet the following requirements:

  • A business that does not exceed the Small Business Administrationís size standards, which vary by work category. Information about each category and size standard can be located by going to http://www.sba.gov/size/indextableofsize.html.
  • An SBE eligible business whose annual revenues and number of employees are no greater than 25% of the Small Business Administration's size standards is eligible for ESBE certification and will only hold this certification from the SCTRCA for five years. The SCTRCA recognizes members of the following groups for certification purposes:

  • Women
  • Black Americans - persons with origins from any Black racial group of Africa;
  • Hispanic Americans - persons of Mexican, Puerto Rican, Cuban, Central/South Americans, Spanish or Portuguese culture or origins, regardless of race.
  • Native Americans - persons who are American Indians, Eskimos, Aluets, or Native Hawaiians.
  • Asian Pacific Americans - persons with origins from Burma, Thailand, Malaysia, Indonesia, Singapore, Brunei, Japan, China, Taiwan, Laos, Cambodia, (Kampuchea), Vietnam, Korea, the Phillippines, Samoa, Guam, the U.S. Trust Territories of the Pacific Islands, Federated States of Micronesia, or the Commonwealth of the Northern Marinas Islands, Macao, Naura
  • Asian Indian Americans - persons whose origins are from India, Pakistan, Bangladesh, Sri lanka, Bhutan, the Maldives Islands or Nepal.
