ABOUT CERTIFICATION


The South Central Texas Regional Certification Agency (SCTRCA) has two separate and distinct types of certification programs available for potential applicants. Each application type has various differences and required documentation for each. Below you will find a description of each. Please feel free to "click" on the hyperlink for the respective certification type that best describes you. All local program applications are reviewed utilizing the Business Enterprise Certification Program Policy & Procedure Manual, the Airport Concessionaire Disadvantaged Business Enterprise (ACDBE) and Disadvantaged Business Enterprise (DBE) are reviewed and processed according to the Texas Unified Certification Program (TUCP) the TUCP follows Federal regulations 49 CFR, Part 26. To be considered eligible for any of the certification programs a firm must be independent and for-profit owned by a majority of U.S. Citizens or legally permanent residents. All participants must submit documents to prove they fall into one of these categories. Types of documents required vary by certification type requested.


Disadvantaged Business Enterprise (DBE) Certification Program

Eligibility

  • A business that is 51% owned, controlled and managed by a woman and/or an ethnic minority
  • 51% owner must be United States citizen or legal resident
  • Personal Net Worth (PNW) can not exceed $1.32 million excluding personal residence and ownership interest in the company
  • A business that does not exceed the Small Business Administration's size standards, which vary by work category. Information about each category and size standard can be located by going to http://www.sba.gov/size/indextableofsize.html

Benefits

  • Statewide Certification = Reciprocity with 5 other Texas Unified Certification Program (TUCP) members (City of Austin, Corpus Christi Regional Transit, City of Houston, North Central Texas Regional Certification Agency, Texas Department of Transportation). Please note that each individual entity above may have a separate required application process.
  • Registers your business automatically with the State of Texas Comptroller of Public Account (CPA) as a Historically Underutilized Business Enterprise* (HUB) and the Texas Department of Transportation’s statewide TUCP Disadvantaged Business Enterprise (DBE) directory
  • A separate application process is needed for Small, Minority, Woman, African American, Disabled Individual, or Veteran owned certification.
  • Opportunity to bid statewide, as a certified DBE vendor, with all transportation modes: aviation, highways, transit, etc.
  • If you are already certified by the Small Business Administration as an 8(a) the streamlined process is no longer available.

*Please note: HUB certification is issued directly from the State of Texas and not by the SCTRCA. You will have to contact the State of Texas HUB Program concerning your HUB certificate once your firm has been deemed eligible for the DBE Program.

Requirements:

  • Complete notarized application, mailed or hand delivered. (No faxes)
  • Extensive personal and business financial information will be required, including, but not limited to: personal and business tax returns, company balance sheets and financial statements, a personal net worth statement. Please see the application checklist for a complete list of required documents based on your business structure.
  • A site visit will be conducted of each applicant business.

Business (S/M/WBE/AABE/DIBE/VBE) Certification

Eligibility - Small Business Enterprise (SBE)

  • A business that does not exceed the Small Business Administrations size standards, which vary by work category. Information about each category and size standard can be located by going to http://www.sba.gov/size/indextableofsize.html.

Eligibility - Emerging Small Business Enterprise (ESBE)

  • An SBE eligible business whose annual revenues and number of employees are no greater than 25% of the Small Business Administration's size standards, and shall not be SCTRCA certified for more than five years from the date of its original SCTRCA certification as an ESBE. Eligibility - Minority and/or Woman Owned Business Enterprise (AABE/ABE/HABE/NABE/WBE)

  • A business that is 51% owned, controlled and managed by a woman and/or an ethnic minority
  • 51% owner must be United States citizen or legal resident

Eligibility- Disabled Individual and/or Veteran Owned Business Enterprise (DIBE/VBE)

  • A business that is 51% owned, controlled and managed by a disabled individual and /or an honorable discharged veteran (must be eligible for veteran benefits)
  • 51% owner must be United States citizen or legal resident

Benefits

  • S/ES/M/WBE/AABE/ABE/HABE/NABE/DIBE/VBE/WBE certification eligibility for the San Antonio area and the 12 surrounding counties ONLY.
  • Minimum documentation required. Please see the application checklist for a complete list of required documents based on your business structure.
